The Presidential Instruction regulates sanctions for violators of health protocols.
Quoted from a copy of the Presidential Decree uploaded on the official website of the State Secretariat, Wednesday (5/8/2020), through the Presidential Instruction, Jokowi ordered all governors, regents / mayors to draw up and determine Covid-19 prevention regulations.

Regulations made by each regional head must contain sanctions for violations of the application of the health protocol.
Sanctions apply to violations committed by individuals, business actors, managers, organizers, or those responsible for public places and facilities.
Sanctions can be in the form of verbal or written warning, social work, administrative fines, to the temporary suspension or closure of business operations.
The Presidential Instruction was signed by Jokowi on Tuesday (4/8/2020) yesterday. The Presidential Instruction shall come into force on the date of issuance.
Jokowi previously argued, violators of health protocols should indeed be sanctioned.

Because, there are still many people who do not obey the government’s call to implement health protocols such as wearing masks and keeping a distance when in public places.
“We leave it to the governors in accordance with their respective local wisdoms. Regarding this sanction, it must be there,” President Jokowi said during a meeting with the governors at the Bogor Palace, Wednesday (07/15/2020) quoted from setkab.go.id.
The Head of State at that time said that he would also immediately issue a Presidential Instruction which could serve as a legal umbrella for each region to make regulations.
