Transport company Keolis has made prohibited secret agreements with Chinese bus manufacturers to win the tender for bus transport in the provinces of Flevoland, Gelderland and Overijssel last year. This is reported by Follow the Money, which says it has well-imported sources.

According to FTM, so-called side letters have surfaced, containing agreements with the Chinese bus manufacturers that have been kept outside the official contract. One of the directors involved is said to have been suspended for weeks because of the matter.

The secret agreements would have been made with the Chinese electric bus builder BYD and the originally Dutch Ginaf. BYD was commissioned to build 259 electric buses, the largest to be acquired by the group in Europe. Ginaf in Veenendaal was commissioned to supply several dozen smaller electric buses. The Dutch bus builder VDL, which is the European market leader, was passed. That even led to parliamentary questions.

Keolis commented on her website:
Keolis stands for logical and good public transport. It is for this reason that we won the IJssel-Vecht concession some time ago. Our vision on public transport requires acting with integrity. Keolis thinks it has discovered irregularities in its tender for the IJssel-Vecht tender and has informed the client about this. Keolis distances itself from any unethical behavior and will take appropriate measures. We are currently unable to provide any further information. ‘
