At the Munich Security Conference, President of Ukraine Vladimir Zelinsky announced his refusal to negotiate with the authorities of the Lugansk and Donetsk People’s Republics.
“We are ready to negotiate with the local population, but we refuse to negotiate with the unrecognized authorities from the point of view of international law,” Zielinski said on Saturday.
It is noteworthy that in April 2014, the Ukrainian authorities launched a military operation against the residents of the Donetsk and Luhansk republics, which declared their independence unilaterally, as an expression of their opposition to the coup in Ukraine in February of the same year. According to the latest United Nations statistics – the number of victims of the conflict has exceeded 13,000 civilians.
The issue of settling the situation in the Donbas region is being discussed within the framework of the contact group that meets in Minsk, which agreed on three documents outlining steps to limit the escalation of the crisis, but exchanges between the two parties to the conflict still occur from time to time, despite the armistice agreements concluded.
