According to the CO2 price in 2020 per ton of 60 euros and increase in increments of 20 euros per year – however, a panel should also control social impact and intervene if necessary. The federal executive wanted 60 euros only a year later and then set no increase fix. The CO2 price is supposed to make fossil fuels, heating oil and natural gas more expensive.
For climate change, most amendments had been made, and the debate was particularly emotional and controversial. Where no compromise was achieved until the start of the debate, the federal executive board prevailed in the polls.
The party leaders Annalena Baerbock and Robert Habeck, who were re-elected on Saturday with a very good result, defended the main request themselves several times. Climate movements such as Fridays for Future and Extinction Rebellion had demonstrated at the beginning of the congress at the Halle in Bielefeld, their demands go in part well beyond the Greens decisions.
All proceeds from the CO2 price, which should be a premium on the energy tax, the Greens want to return as "energy money" directly to the citizens. That should provide for social balance. The amended application states that the price should also be introduced "for agricultural products", "starting with animal foods" – but the concept was not spelled out in any detail.
"Social and ecological transformation of the market economy"
At the same time, the Greens want to promote a "social and ecological transformation of the market economy". As the federal party conference in Bielefeld on Sunday decided, the debt brake for the federal government in the context of EU rules should be relaxed so that the state can invest much more than before. An explicit commitment to the debt brake for the federal states was deleted from the leading motion of the federal executive committee. It was the only vote in which the delegates prevailed against the Federal Board – other conflicts were resolved by changes in the texts.
Also included is the new demand for the Greens to raise the minimum wage from the current EUR 9.19 to EUR 12, as does the Left and the SPD. So far, the Greens have only wanted to reform the Commission, which sets the minimum wage – they want to continue. In order to reduce the consumption of raw materials, the Greens want among other things a quota for the use of recycled material.
